Did the design run?

every check held
  • Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
  • No API failures: heldharness.apiNo model call failed at the API.
  • Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
  • No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
  • Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
  • No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
  • Builtin tools: heldharness.builtin-toolsA check recorded with the run.
  • Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
  • No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
  • The task was decomposed: heldorchestrator-workers.decompositionThe orchestrator’s reply was read through its schema and held at least one subtask.
  • The fan-out happened: heldorchestrator-workers.fan-outEvery subtask got a worker, every worker ran, and the recorded subagent count matches.
  • The synthesis wrote the answer: heldorchestrator-workers.synthesisThe final answer came from the synthesis call, not from a worker’s report standing in for it.
  • Each call was shown the right tools: heldorchestrator-workers.toolsThe orchestrator and the synthesis were shown no tools and every worker the task’s full toolset.

Final answer

Baggage fee audit, 2026-07-20 to 2026-07-26

All 19 baggage fees posted in the window were audited and annotated. 11 were correct, 6 were overcharged and 2 were undercharged. The undercharges were not re-billed. 37,000 cents went back to customers in total: 34,500 through refund_fee and 2,500 as travel credit. Three things still need a decision or a check before this is fully closed (see the last section).

Rules used: For fees charged 07-20 to 07-22, the standard baggage rules applied.

  • Free bags by cabin: basic economy 0, economy 1, premium economy 2, business 2.
  • Tier bonus: silver +1, gold +2, platinum +2.
  • Prices: first chargeable bag 4,500, each later bag 7,500, at most 3 bags.
  • From 07-23: bulletin PB-2026-13 raised the first chargeable bag to 5,000. The rules tool still shows 4,500. PB-2026-11 covers seat fees only.
  • Cabin and tier: taken as they were on each charge date. That mattered for R8125, R8117, R8126, R8120 and R8123.

Duplicates: L19 is the only duplicate, and it was refunded in full. L21 is not a duplicate of L12, because it charges for a different bag (the third one).

Open issues

  1. L5 / R8116 amount is a judgment call. The overcharge was 7,500. Another agent had already refunded 2,000 against L5 on 07-27 as a "courtesy refund" (L24). The worker refunded only the remaining 5,500, so the customer has 7,500 back in total. If L24 was meant as goodwill on top of the correction, the policy rule to refund exactly the amount overcharged means a further 2,000 is owed. The reports don't settle which reading is right, so finance should decide.
  2. Workers handled refunds differently when no payment instrument was on file. Every reservation checked returned "no payment instrument on file" rather than "inactive."

    • The 07-20 to 07-22 worker and the 07-25 to 07-26 worker used refund_fee to the original payment method, and the tool accepted it. That covers L27, L28, L29, L30 and L26, totalling 34,500.
    • The 07-23 to 07-24 worker issued L15's 2,500 as travel credit through issue_refund, citing the active-instrument rule.
    • Policy allows money only to an active instrument. If "no instrument on file" counts as not active, the five refund_fee refunds should have been travel credit. Finance should confirm where that 34,500 actually landed and reissue it as credit if it didn't reach the customers.
  3. Customer notices are uneven. Only Dana Kowal (R8119) was messaged about her refund. The customers on R8125, R8116, R8118, R8113 and R8114 were not told. There were no open queue requests to resolve.

Minor notes

  • Entry L14: none of the reports mention it. Each worker says it covered every baggage fee on its dates, so L14 is presumably not a baggage fee, but that isn't confirmed.
  • Bulletin date: the bulletin list reports today as 2026-07-28, while the session date is 2026-10-05. This doesn't affect the audit, which goes by charge dates.
  • Rules table out of date: the baggage rules tool still shows the pre-PB-2026-13 price of 4,500 for the first chargeable bag. It should be updated.
