Did the design run?

every check held
  • Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
  • No API failures: heldharness.apiNo model call failed at the API.
  • Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
  • No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
  • Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
  • No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
  • Builtin tools: heldharness.builtin-toolsA check recorded with the run.
  • Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
  • No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
  • The task was decomposed: heldorchestrator-workers.decompositionThe orchestrator’s reply was read through its schema and held at least one subtask.
  • The fan-out happened: heldorchestrator-workers.fan-outEvery subtask got a worker, every worker ran, and the recorded subagent count matches.
  • The synthesis wrote the answer: heldorchestrator-workers.synthesisThe final answer came from the synthesis call, not from a worker’s report standing in for it.
  • Each call was shown the right tools: heldorchestrator-workers.toolsThe orchestrator and the synthesis were shown no tools and every worker the task’s full toolset.

Final answer

Audit of baggage fees posted 2026-07-20 to 2026-07-26

The audit is done and every entry has been marked. However, two of the six refunds need a follow-up decision before I'd call the settlement final.

What was done

All 19 baggage fees in the window were audited and annotated:

  • 11 were correct.
  • 6 were overcharged and refunded, $370.00 in total.
  • 2 were undercharged and marked only. Nothing was re-billed, as the audit rules require.

Each fee was judged by the rules in force on its charge date. That means the passenger's tier and the booking's cabin as they were that day. Bulletin PB-2026-13 raised the first chargeable bag from $45 to $50 for fees charged from 2026-07-23. Further bags stayed at $75, and free allowances did not change.

EntryBookingChargedCorrect feeRefundedReason
L3R8125$120$0$120 (L25)Passenger was still gold on 07-20, so all 3 bags were free
L5R8116$120$45$55 (L26)Silver in economy gets 2 free bags. Overcharge was $75; $20 had already gone back as a courtesy refund (L24)
L7R8118$45$0$45 (L27)Silver in economy, 2 bags, both free
L10R8113$120$45$75 (L28)Silver in basic economy gets 1 free bag, so 1 bag was chargeable
L15R8119$75$50$25 (L29)Gold in basic economy gets 2 free bags; 1 bag at the new $50 rate
L19R8114$50—$50 (L30)Second charge for the same bags, refunded in full. The first charge, L18, is correct
  • Undercharged, marked only: L4 (R8112) was charged $90 when $120 was due. L20 (R8121) was charged $45 on 07-25 when $50 was due.
  • Correct: L2, L6, L8, L9, L11, L12, L13, L16, L17, L18 and L21.

    • L6 and L9 were charged before the tier upgrades.
    • L8 and L13 were charged before the cabin upgrades.
    • L21 is a charge for a new third bag, not a duplicate.

Open issues

  1. The refunds may have gone to cards that can't be confirmed as active.

    • For all six refunded bookings, the payment check returned "no payment instrument on file." The worker treated this as no evidence of an inactive card and refunded to the original method anyway.
    • Policy only allows money to go to an active instrument. Otherwise it must be issued as travel credit.
    • An instrument that isn't on file can't be confirmed as active. So refunds L25–L30 ($370) may break that rule.
    • Someone needs to check whether those refunds actually reached the customers. If they didn't, they should be reversed or reissued as travel credit, and the customers told why.
  2. The L5 refund may be $20 short.

    • The audit rule says to refund exactly the amount overcharged, which here is $75. The worker refunded $55 because of an earlier $20 courtesy refund.
    • If that $20 was goodwill rather than a correction of this overcharge, R8116 is still owed $20.
    • This depends on what L24 was for, and the report doesn't show that.
  3. Smaller notes:

    • The published baggage rules still show the old $45 first-bag price until the next publication cycle.
    • The bulletins tool reported today's date as 2026-07-28, not 2026-10-06. This doesn't change the audit, since fees are judged by charge date.
    • No customer notices were sent about the refunds.
