Did the design run?

every check held
  • Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
  • No API failures: heldharness.apiNo model call failed at the API.
  • Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
  • No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
  • Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
  • No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
  • Builtin tools: heldharness.builtin-toolsA check recorded with the run.
  • Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
  • No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
  • The plan was a plan: heldplan-execute-verify.planThe planner’s reply was read through its schema and held at least one step.
  • Every verdict was read: heldplan-execute-verify.verdictsEvery review round ended with a verdict read from the schema reply, not a default.
  • The loop did what its verdicts said: heldplan-execute-verify.loopEvery verdict that called for a revision got one, and nothing was revised without such a verdict.
  • Each call was shown the right tools: heldplan-execute-verify.toolsThe planner was shown no tools, the verifier the read-only ones, and the executor and reviser the full toolset.

Final answer

I audited all 19 baggage fees posted from 2026-07-20 through 2026-07-26. Twelve were correct, five were overcharged, one was a duplicate and two were undercharged. All 19 are now annotated, and I refunded 37,000 cents in total across six refunds (L25–L30).

Rules used: The baggage rules give each cabin a free allowance (basic economy 0, economy 1, premium economy and business 2). Tier adds bags: silver +1, gold and platinum +2. Before 2026-07-23, the first bag over the allowance cost 4,500 cents and each further bag 7,500. Bulletin PB-2026-13 raised the first chargeable bag to 5,000 cents from 2026-07-23 and applies to everyone. The other bulletin (PB-2026-11) is about seat fees, so I ignored it. For each fee I used the passenger's tier and cabin on the date it was posted, from the tier and reservation histories, not today's values.

Judgement calls:

  • L5 (R8116): The overcharge was 7,500, but another agent had already refunded 2,000 against L5 as a courtesy (L24, 2026-07-27). I refunded the remaining 5,500, so the total returned equals the overcharge exactly.
  • L21 (R8122): I didn't treat this as a duplicate. It charges for a new third bag, not the two bags L12 already paid for. That bag is the passenger's second chargeable bag, which costs 7,500, so the charge is correct.
  • Payment method: The payment check returned "no payment instrument on file" for all six refunded reservations, not "inactive". A refund to the original payment had already gone through on R8116, so I used the original payment method. Each refund confirmed it posted there; none went out as travel credit. You may want to confirm that is right for these bookings.

Undercharges left unbilled, as the rules require: L4 (R8112) was short by 3,000 and L20 (R8121) by 500.

Notes:

  • The annotation tool only records the verdict. The reason for each refund is in its refund note, and this table covers the rest.
  • No bookings show more than 3 checked bags, and no other entries or bookings were changed.
  • The system's dates don't match: the bulletin list reports today as 2026-07-28 and the refunds posted with that date, while the session date is 2026-10-05.
