Did the design run?
- Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
- No API failures: heldharness.apiNo model call failed at the API.
- Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
- No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
- Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
- No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
- Builtin tools: heldharness.builtin-toolsA check recorded with the run.
- Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
- No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
- The plan was a plan: heldplan-execute-verify.planThe planner’s reply was read through its schema and held at least one step.
- Every verdict was read: heldplan-execute-verify.verdictsEvery review round ended with a verdict read from the schema reply, not a default.
- The loop did what its verdicts said: heldplan-execute-verify.loopEvery verdict that called for a revision got one, and nothing was revised without such a verdict.
- Each call was shown the right tools: heldplan-execute-verify.toolsThe planner was shown no tools, the verifier the read-only ones, and the executor and reviser the full toolset.

Final answer
I've fixed the issue the verifier found, and it was correct.
What was wrong: T-1999 is an automated alert: payments pipelines have been failing more than half the time since Saturday night. That's the same problem as T-2003 and T-2012, which I had already merged. I'd left T-1999 open on its own, even though it carried an earlier committed deadline (23 March, 10:30 UTC) than the 12:10 I gave T-2003. The handbook says the merged ticket keeps the earliest deadline in the set.
What I changed:
- Merged T-1999 into T-2003. T-2003 is still the main ticket because it was reported first (21 March, 22:30). No other tickets linked to T-1999, so there were no references to move.
- Moved T-2003's deadline to 23 March, 10:30 UTC (it was 12:10). This is an existing commitment, so no deadline moved earlier than what a requester had already been promised.
- Left T-2003's other settings as they were: sev2, department-wide impact, assigned to E-101 Dana Whitfield. She's on call for the platform rotation from 08:00 to 20:00 today, which covers 10:30, and she has no leave recorded.
- Added a comment on T-2003 recording the merge and the new deadline.
I didn't touch anything else.
