Did the design run?
- Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
- No API failures: heldharness.apiNo model call failed at the API.
- Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
- No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
- Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
- No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
- Builtin tools: heldharness.builtin-toolsA check recorded with the run.
- Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
- No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
- Each call was shown the right tools: heldsingle.toolsThe agent was shown exactly the task’s tools, none missing and none extra.
Phases

Final answer
I audited all 19 baggage fees posted from 2026-07-20 to 2026-07-26. Six were overcharged and are now refunded, for $369.00 in total. Two were undercharged and were only recorded, not re-billed, as the audit rules require. The other 11 were correct. Every entry now has its audit outcome recorded.
How I judged each fee: I used the published baggage rules. From 2026-07-23, bulletin PB-2026-13 raised the first chargeable bag from $45 to $50; each further bag stays at $75. I applied each passenger's tier and cabin as they were on the day of the charge, not as they are today. That mattered in four places:
- R8125: the passenger was gold until 07-21, so that was the tier on the 07-20 charge.
- R8126 and R8117: the tier rose on 07-22, after the charges.
- R8120 and R8123: the cabin moved to premium economy only after the charge.
Overcharged and refunded to the original payment method:
| Entry | Booking | Why | Charged | Should be | Refunded |
|---|---|---|---|---|---|
| L3 | R8125 | Economy + gold on 07-20 = 3 free bags; all 3 bags free | $120 | $0 | $120 |
| L5 | R8116 | Economy + silver = 2 free; 1 chargeable bag | $120 | $45 | $75 |
| L7 | R8118 | Economy + silver = 2 free; both bags free | $45 | $0 | $45 |
| L10 | R8113 | Basic economy + silver = 1 free; 1 chargeable bag | $120 | $45 | $75 |
| L15 | R8119 | Basic economy + gold = 2 free; 1 chargeable bag at the new rate | $75 | $50 | $25 |
| L19 | R8114 | Second fee for the same 3 bags already charged in L18 | $50 | — | $50 (in full) |
Undercharged (recorded only):
- L4 (R8112): charged $90, should have been $120.
- L20 (R8121): charged $45, should have been $50 under the bulletin rate.
Correct: L2, L6, L8, L9, L11, L12, L13, L16, L17, L18 and L21. L21 is R8122's second fee, but it covers a different (third) bag added on 07-25, so it isn't a duplicate. $75 is right for a further chargeable bag.
Points to check:
- Payment cards: none of the six refunded bookings has a payment card recorded, so I couldn't confirm the cards are still active. Nothing showed them as inactive, so I refunded to the original payment method as the audit rules say, and the system accepted all six. If any of those cards turns out to be closed, that refund should be reissued as travel credit.
- Dates: the bulletin list reported today as 2026-07-28, while my session date is 2026-10-05. Either way the fee bulletin was in effect from 07-23, so this doesn't change any result.
- Customers not told: I didn't message the six passengers about their refunds, because this was an internal audit with no customer request attached. Those messages can't be recalled once sent, so whether to send them is your call.
