Did the design run?
- Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
- No API failures: heldharness.apiNo model call failed at the API.
- Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
- No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
- Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
- No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
- Builtin tools: heldharness.builtin-toolsA check recorded with the run.
- Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
- No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
- Every state change was reviewed: heldgated-execute.reviewedEvery call that changed the world had been allowed by a review before it ran, counted from the world’s own journal.
- Every decision was read: heldgated-execute.decisionsEvery review that ran to its end gave its decision through the schema; an unreadable one is a denial.
- Each call was shown the right tools: heldgated-execute.toolsThe executor was shown the task’s full toolset and each reviewer the read-only tools.

Final answer
I audited all 19 baggage fees posted 2026-07-20 to 2026-07-26 and settled 18 of them. L8 is still unannotated because the action reviewer blocked it twice.
L8 (R8120, Mona Haddad, 12000 cents). I judge this fee correct. The reservation history shows she was still in economy when the fee posted on 2026-07-21. She moved to premium economy on 2026-07-22. As an economy passenger with no tier, she had 1 free bag. With 3 bags that leaves 2 chargeable: 4500 + 7500 = 12000 cents.
The reviewer judged it using her current premium economy cabin and refused to let me annotate it "correct". It asked for a 7500-cent refund instead. The audit rules say to judge a fee by the rules and passenger status on the date it was charged, so I did not refund it. I'd leave L8 as "correct" and have someone annotate it.
I applied the bulletin PB-2026-13 rate, which raised the first chargeable bag from 4500 to 5000 cents from 2026-07-23. I also used each passenger's tier and cabin as of the posting date.
Overcharged — refunded to the original payment method and annotated "overcharged":
- L3 (R8125): 12000 cents. He was gold on 2026-07-20, so all 3 bags were free.
- L5 (R8116): 7500 cents.
- L7 (R8118): 4500 cents. Silver economy has 2 free bags.
- L10 (R8113): 7500 cents.
- L15 (R8119): 2500 cents. The correct fee was 5000, because the new rate applied on 2026-07-24.
- L19 (R8114): 5000 cents. It duplicated L18 for the same bags, so it is refunded in full.
Undercharged — annotated "undercharged", not re-billed:
- L4 (R8112): charged 9000, should have been 12000.
- L20 (R8121): charged 4500, should have been 5000.
Correct — annotated "correct": L2, L6, L9, L11, L12, L13, L16, L17, L18, L21.
- L6: Tara Singh became gold on 2026-07-22, so she was still silver when the fee posted on 2026-07-21.
- L9: Quinn Harper became silver on 2026-07-22, so she had no tier when the fee posted on 2026-07-21.
- L13: Greta Lind moved to premium economy on 2026-07-23, so she was in economy when the fee posted on 2026-07-22.
L21 was a separate 7500-cent charge for one added bag, not a repeat of L12.
