Did the design run?
- Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
- No API failures: heldharness.apiNo model call failed at the API.
- Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
- No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
- Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
- No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
- Builtin tools: heldharness.builtin-toolsA check recorded with the run.
- Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
- No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
- Every state change was reviewed: heldgated-execute.reviewedEvery call that changed the world had been allowed by a review before it ran, counted from the world’s own journal.
- Every decision was read: heldgated-execute.decisionsEvery review that ran to its end gave its decision through the schema; an unreadable one is a denial.
- Each call was shown the right tools: heldgated-execute.toolsThe executor was shown the task’s full toolset and each reviewer the read-only tools.

Final answer
I worked all nine open flight-change requests. Each change is booked, its fees are charged, and the request is resolved with a note to the customer. I left Q-306 (R5206, a cancellation) alone because it isn't a flight change.
One thing conflicts: the system date is 2026-10-05, but the bulletins say today is 2026-07-28. I used 2026-07-28, which matches the requests being "from yesterday".
| Request | Change | Charged | Why |
|---|---|---|---|
| Q-301 Ines | DL542, 6 Aug | $0 | Chicago waiver PB-2026-14: fee and fare difference waived |
| Q-302 Jonah | AA664, 7 Aug | $75 fee + $35 fare difference | Boston trip, so the Chicago waiver doesn't apply |
| Q-303 Kim | AA664, 7 Aug | $150 fee + $25 fare difference | Hurricane waiver PB-2026-09 expired 15 Jul; basic economy fee is $150 under PB-2026-16 |
| Q-304 Lena | UA90, 9 Aug | $35 fare difference | Fee waived (waiver, and gold). Waiver doesn't cover basic economy fare differences |
| Q-305 Max | AA216, 8 Aug | $75 fee + $10 fare difference | Booked 26 Jul, after the 24 Jul waiver cutoff |
| Q-307 Oscar | AA218, 8 Aug | $0 | Platinum window extends to 5 Aug (PB-2026-14A) |
| Q-308 Petra | AA662, 5 Aug | $75 | Same-day flat fee (PB-2026-12), no fare difference |
| Q-309 Quinn | AA1406, 3 Aug (Chicago–Boston leg only) | $0 | The Chicago waiver costs less than the same-day fee, so PB-2026-17 applies it. The connection still works. |
| Q-310 Ravi | AA216, 8 Aug | $75 fee + $30 fare difference | His one free waiver move was already used on 26 Jul |
All changes kept the cabin each customer booked.
I did not send separate emails. The explanation is in each request's resolution note.
