Did the design run?

every check held
  • Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
  • No API failures: heldharness.apiNo model call failed at the API.
  • Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
  • No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
  • Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
  • No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
  • Builtin tools: heldharness.builtin-toolsA check recorded with the run.
  • Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
  • No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
  • The plan was a plan: heldplan-execute-verify.planThe planner’s reply was read through its schema and held at least one step.
  • Every verdict was read: heldplan-execute-verify.verdictsEvery review round ended with a verdict read from the schema reply, not a default.
  • The loop did what its verdicts said: heldplan-execute-verify.loopEvery verdict that called for a revision got one, and nothing was revised without such a verdict.
  • Each call was shown the right tools: heldplan-execute-verify.toolsThe planner was shown no tools, the verifier the read-only ones, and the executor and reviser the full toolset.

Final answer

I audited all 19 baggage fees posted 2026-07-20 to 2026-07-26. Eight were overcharged and refunded, two were undercharged, and nine were correct. Every entry now carries its outcome annotation. I didn't re-read the ledgers afterwards. The refund and annotation tools each confirmed their changes when I made them.

The rules I applied were the baggage table plus bulletin PB-2026-13. The bulletin raised the first chargeable bag from 4500 to 5000 cents from 2026-07-23. I used the tier each passenger held on the charge date, not their current tier.

Overcharged (refunded to the original payment method via refund_fee):

EntryReservationChargedCorrect feeRefundWhy
L3R812512000012000Gold on 7/20, so 3 free bags
L5R81161200045005500Overcharge was 7500, but 2000 was already refunded as a courtesy (L24)
L7R8118450004500Economy plus silver gives 2 free bags
L8R81201200045007500Premium economy gives 2 free bags, so only 1 chargeable
L10R81131200045007500Basic economy plus silver gives 1 free bag, so 1 chargeable
L13R8123450004500Premium economy plus silver gives 3 free bags
L15R8119750050002500Charged at 7500 instead of the 5000 first-bag rate in force on 7/24
L19R8114500005000Duplicate of L18 for the same bags, refunded in full

Undercharged (annotated only, not re-billed):

  • L4 (R8112): charged 9000, correct fee 12000.
  • L20 (R8121): charged 4500, correct fee 5000 under the new rate on 7/25.

Correct (annotated only):

  • L2, L6, L9, L11, L12, L16, L17, L18 and L21.
  • L6 and L9 stand because the passengers' tier changes (to gold and silver) took effect on 7/22, after the 7/21 charges.

Other points:

  • The L5 refund is 5500, not the full 7500 overcharge. That way the passenger ends up paying exactly the correct 4500 and isn't refunded twice.
  • Payment status shows no payment instrument on file for the refunded reservations. The refund tool still recorded each refund to the original payment method, so I used that route. Finance may want to check those refunds actually settle.
  • The baggage rules tool still shows the old 4500 first-bag price. I followed the bulletin, which overrides it.
  • L22 (R8110) is a change fee, not a baggage fee. It is outside this audit and I left it alone.
  • I took no action on the request queue. This audit didn't call for it, and I didn't check whether any audit request is open.
