Did the design run?

every check held
  • Run completed: heldharness.run-completedThe environment was built, the architecture returned and grading finished, none of them throwing.
  • No API failures: heldharness.apiNo model call failed at the API.
  • Every call ended: heldharness.calls-endedEvery call ended with a result, or was stopped by the run's own limits.
  • No harness tool denied: heldharness.harness-toolsThe sandbox guard never denied a harness tool, nor a tool the session itself offered.
  • Tool servers connected: heldharness.mcp-connectedEvery tool server the harness gave a call was connected when the session started.
  • No foreign tool servers: heldharness.mcp-hermeticNo call loaded a tool server the harness did not give it.
  • Builtin tools: heldharness.builtin-toolsA check recorded with the run.
  • Structured replies arrived: heldharness.structured-outputEvery call that asked for structured output and ran to the end got it.
  • No silent fallbacks: heldharness.not-degradedNo phase fell back on a default (an empty plan, a default winner) instead of its output.
  • The plan was a plan: heldplan-execute.planThe planner’s reply was read through its schema and held at least one step.
  • Each call was shown the right tools: heldplan-execute.toolsThe planner was shown no tools and the executor the task’s full toolset.

Final answer

I audited all 19 baggage fees posted 2026-07-20 to 2026-07-26 (L2–L21, with no L14). I refunded 8 overcharges, left 9 entries as correct, and flagged 2 undercharges without re-billing them. Every entry now has an audit outcome recorded.

I judged each fee by its posting date. Allowance is the cabin allowance (basic 0, economy 1, premium 2) plus the tier bonus (silver +1, gold +2), using the tier the passenger held on that date. The price is 4500 for the first chargeable bag and 7500 for each further one. Bulletin PB-2026-13 raised the first-bag price to 5000 from 2026-07-23, so I used 5000 for fees posted on or after that date. Other bulletins, such as the seat-fee one, don't apply to baggage.

Points worth knowing:

  • Tier changes: On the fee date, R8125's passenger was still gold (dropped to none on 07-21), R8117's was silver (became gold on 07-22) and R8126's had no tier (became silver on 07-22). That is why L3 was overcharged while L6 and L9 are correct.
  • R8116 (L5): The overcharge was 7500, but a 2000 courtesy refund (L24) had already been paid on 2026-07-27. I refunded only the remaining 5500 so the total returned is exactly 7500.
  • R8122 (L21): I treated this as a legitimate fee for a third bag, not a duplicate, since it added 1 bag taking the total from 2 to 3 (7500 as a further bag).
  • R8114 (L19): This was a second fee for the same bags, so I refunded it in full and audited L18 on its own merits.
  • Undercharges: L4 was short by 3000 and L20 by 500. As the rules require, I did not re-bill either.
  • Payment instruments: get_payment_status showed "no payment instrument on file" for every refunded reservation. refund_fee still accepted each refund to the original payment method. Finance may want to confirm these refunds actually reach the customers.

I made no changes to reservations, passengers, flights or entries outside the window, and I didn't touch any queue requests.
